“The accessibility of education and reforms in the education sector are among the priorities of the Ministry”.
“Among other objectives are improvements in the socioeconomic conditions of youth and resolving their employment problems”.
“Special funds have already been established in Armenia to sponsor young people’s studies in prestigious foreign institutions of higher education”.
These are some of the statements made at a press conference this week. The curious thing is that the speaker was not the Minister of Education and Science or anyone from the Ministry (MES) but the Deputy Minister of Sports & Youth Affairs (MSYA), Mr. Arthur Boghosian.
The fact that more people are becoming interested in issues related to our higher education and to our university students is certainly a positive thing. This may hopefully mean that more resources will be allocated to higher education and sciences.
However, this may also create some confusion, even conflict, and waste our already limited resources if several state administrations focus on the same sector without coordinating their activities properly.
I guess in this case it is up to Prime Minister Mr. Tigran Sargsian to clarify the roles and domains of activity of each administration, and to make sure they work in harmony.
We cannot ignore that there may be a political dimension to this story. The MES Minister is from ARF-Dashnak party whereas MSYA is administered by Mr. Armen Grigorian (in picture) from Prosperous Armenia (PA-Bargavatch) party. Armenia is currently ruled by a coalition of 4 parties and the PM is not officially affiliated to any of them.
It should also be noted that at the time of this press conference, the MSYA Minister as well as the leader of his party, Mr. Gagik Tsaroukian, were away in Beijing.
