Someone Has An Idea


Even in oil-rich Azerbaijan, teachers are poorly paid. This creates serious problems for educational institutions that want to hire and retain competent and motivated teachers, and improve instruction quality.

According to APA news release of 9 September 2008, the founder of an Azerbaijani youth organization believes that the problem can be solved by the establishment of a special-purpose fund. This is an interesting idea that can be examined and even adopted by our authorities.

“There is a need to establish a Human Capital Fund under the President of Azerbaijan”, said Ceyhun Osmanli, founder of All-Republican Youth Movement Ireli (“Forward”) …. Osmanli said despite successive reforms, Azerbaijani education system has not met western standards yet.

“There is one undeniable fact that today wages and social benefits of public sector employees in Azerbaijan cannot compare to wages and benefits offered by foreign companies. Therefore high-quality employees … prefer to work for foreign companies.

Osmanli said today human capital policy is the most important issue for Azerbaijan’s further development…
